Creates the School Modernization and Renew Teaching Commission, consisting of 15 members appointed equally by the Governor, Senate President Pro Tempore, and House Speaker, to exist until January 31, 2021

Requires the Commission to submit proposed legislation by December 31, 2020 that would consolidate Oklahoma's school districts to no more than 200 total districts

Mandates that district reductions be distributed proportionally across the state's largest county, second largest county, and remaining 75 counties, with percentage declines within 10 points of each other; prohibits recommending closure of any school sites

Establishes an expedited legislative process where the proposal receives up-or-down votes without amendment during the first session of the 58th Legislature, with the Lieutenant Governor drawing to determine which chamber votes first

Constitutional amendment provisions would expire on December 31, 2021
