Proposes a constitutional amendment adding Section 10 to Article XIII of the Oklahoma Constitution, to be referred to voters for approval

Requires the State Treasurer to certify estimated operational and ongoing cost savings from legislation proposed by the School Modernization and Renew Teaching Commission

Mandates that certified savings be placed in a special account dedicated to increasing minimum compensation for public school teachers once the proposed legislation is signed or otherwise approved

Constitutional provision would expire on December 31, 2021

Effectiveness contingent on passage of Senate Joint Resolution No. 58 from the same legislative session
