Directs the Governor to appoint the Superintendent of Public Instruction with Senate consent for a 4-year term concurrent with the Governor's term, replacing the election process.

Removes eligibility requirements and term limit provisions for the Superintendent of Public Instruction, aligning the position with other appointed executive officers.

Maintains 8-year term limits for Governor and other elected executive officers (Lieutenant Governor, State Auditor and Inspector, Attorney General, State Treasurer, Commissioner of Labor).

Requires the Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection.

Directs the President Pro Tempore of the Senate to file the amendment with the Secretary of State and Attorney General immediately after passage.
