OK SJR69

Directs the Secretary of State to refer a proposed amendment to Section 40 of Article X of the Oklahoma Constitution to voters for approval or rejection.

Adds a new purpose (paragraph 7) to the list of allowable expenditures from Tobacco Settlement Endowment Trust Fund earnings: funding for increases in public school teacher salaries in Oklahoma.

Changes authorization for teacher salary funding from the Board of Directors to the Oklahoma Legislature, which may now appropriate earnings from the trust fund for this purpose each fiscal year.

Establishes that any earnings not appropriated by the Legislature for teacher salaries remain in the trust fund, with the Board of Directors directing specific expenditures for other authorized purposes.

Provides ballot title and requires the President Pro Tempore of the Senate to file the resolution with the Secretary of State and Attorney General immediately after passage.
