Directs the Oklahoma Secretary of State to submit a proposed amendment to Section 40 of Article X of the Oklahoma Constitution to voters for approval.

Adds the Oklahoma Medicaid Program as an authorized use of earnings from the Tobacco Settlement Endowment Trust Fund, allowing the Legislature to appropriate trust fund earnings for this purpose.

Specifies that the Legislature (rather than the Board of Directors alone) may appropriate earnings that accrued during the preceding fiscal year for the Medicaid Program, with any unexpended amounts remaining in the trust fund.

Maintains existing authorized uses of trust fund earnings including cancer research, tobacco prevention programs, health care services, children's programs, and senior adult programs.

Establishes the ballot title for voter consideration, explaining that the measure authorizes legislative appropriation of trust fund earnings to the Oklahoma Medicaid Program.
