Directs the Secretary of State to refer a proposed amendment to Section 40 of Article X of the Oklahoma Constitution to voters for approval or rejection.

Adds health insurance premiums for public school teachers as an authorized use of Tobacco Settlement Endowment Trust Fund earnings, joining existing purposes such as cancer research, tobacco prevention programs, and children's and senior adult health programs.

Shifts authority for appropriating trust fund earnings for teacher health insurance premiums from the Board of Directors to the Oklahoma Legislature, while the Board retains authority for other specified purposes.

Creates ballot title explaining the measure would authorize the Legislature to appropriate funds from the Trust Fund to pay health insurance premiums for public school teachers in Oklahoma.

Requires the President Pro Tempore of the Senate to file the resolution with the Secretary of State and Attorney General immediately upon passage.
