Disapproves proposed permanent rule OAC 777: 10-3-3, paragraph (2), subsection (c) for the Statewide Virtual Charter School Board.

Amends OAC 777: 10-3-3, paragraph (1)(D), subsection (e) to allow the Board to deny charter school renewal requests based on grounds for nonrenewal or termination in 70 O.S. § 3-137 and/or subsection (f)(1).

Amends OAC 777: 10-3-3, paragraph (3), subsection (e) to provide schools 45 days to respond to performance reports and allows the Board to consider performance reports, site visit results, and school presentations when evaluating renewal requests.

Amends OAC 777: 10-3-3, paragraph (4)(B), subsection (e) to allow the Board to nonrenew sponsorship contracts based on grounds in 70 O.S. § 3-137 and/or subsection (f)(1).

Amends OAC 777: 10-3-3, paragraph (2)(C), subsection (f) to require schools receive 14 calendar days to request an informal hearing before the Board regarding proposed termination and specifies what evidence may be presented at such hearings.

Directs the Secretary of State to distribute copies to the Governor and the Oklahoma Register editor.
