Expresses gratitude from the Oklahoma State Senate to Senator Brian Bingman for his service in the legislative body.

Notes that State Question No. 632, effective January 1, 1991, limits legislative service to twelve years, making Bingman ineligible for reelection in 2016.

Acknowledges Bingman as the longest-serving top Republican leader of any legislative house in Oklahoma and credits him with implementing a conservative, fiscally responsible agenda while maintaining steady governance.
