Extends the termination date of the State Board of Cosmetology and Barbering from July 1, 2017 to July 1, 2021 under Oklahoma's Sunset Law.

Board consists of 11 members appointed by the Governor: one from each congressional district plus four at-large members (including one barber).

Member qualifications include Oklahoma citizenship, minimum age 25, high school diploma, and specific professional experience (six cosmetology practitioners with 5+ years experience, one barber with 5+ years experience, one lay person, and three school administrators).

Board members serve four-year terms ending June 30, with a quorum of six members required for business; Governor may remove members at discretion and fill vacancies.

Board meets on the second Monday of January, March, May, July, September, and November, with authority to elect chair and vice-chair annually and expend funds for office space.
