Re-creates the Oklahoma Partnership for School Readiness Board until July 1, 2021, subject to the Oklahoma Sunset Law.

Board promotes school readiness and serves as the state's Early Childhood Advisory Council and fulfills Head Start Act of 2007 responsibilities.

Board composition includes 15 private sector representatives appointed by the Governor, one representative of the licensed child care industry, one representative of federally funded early childhood programs, and 15 public sector representatives from specified state agencies and institutions.

Governor-appointed members serve four-year terms, with initial appointees split into eight two-year terms and seven four-year terms; Board members receive no compensation but are reimbursed for travel expenses.

Board members are exempt from dual-officeholding provisions and must elect a chair, vice-chair, and other officers, with a majority constituting a quorum.
