Creates the "Oklahoma Oil and Gas Regulation Modernization Task Force" consisting of 9 members: 3 appointed by the Speaker of the House, 3 by the President Pro Tempore of the Senate, and 3 by the Director of the Oklahoma Corporation Commission.

Task Force shall study current oil and natural gas regulation in Oklahoma and identify opportunities to modernize regulations to enhance efficiencies while preserving the interests of oil and gas rights owners.

Task Force must hold an organizational meeting by December 1, 2017, select a chair and vice-chair, and submit a final report by December 1, 2018, to the Governor and legislative leadership.

Task Force is exempt from the Oklahoma Open Meeting Act but must post meeting notices on the House and Senate websites at least 10 days in advance; members serve without compensation.

Task Force terminates the day after submitting its final report; act becomes effective November 1, 2017.
