• Modifies teacher compensation protections by excluding "one-time retention incentive pay for returning the next year" from total compensation calculations, in addition to existing exclusions for one-time incentive pay.

• Deletes a previous provision regarding school year 2004-05 health insurance benefit payments that was excepted from compensation calculations.

• Authorizes school district boards to extend existing contracts with public school paraprofessionals to provide compensation for services rendered during periods when the paraprofessional is assigned for practice teaching as a student teacher.

• Defines public school paraprofessionals as employees in instructional or direct student service positions where teachers or other professionals retain ultimate responsibility for educational program design and implementation.

• Effective date of July 1, 2017, with emergency declaration for immediate effect.
