Amends 21 O.S. 2011, Section 1031 relating to prostitution offenses and penalties in Oklahoma.

Establishes tiered fine structure for prostitution violations: $2,500 maximum for first conviction, $5,000 for second, and $7,500 for third or subsequent convictions, with imprisonment of 30 days to 1 year and optional 40-80 hours community service.

Creates felony offense for engaging in prostitution while knowingly infected with HIV, punishable by up to 5 years imprisonment.

Increases penalty to felony for child prostitution, punishable by up to 10 years imprisonment with fines up to $5,000 (first conviction), $10,000 (second), or $15,000 (third or subsequent).

Establishes felony offense for prostitution violations within 1,000 feet of a school or church, punishable by up to 5 years imprisonment with corresponding fine structure.

Creates new misdemeanor offense under Section 1029, paragraph 2 requiring minimum 6-month county jail sentence and minimum $2,500 fine.

Becomes effective November 1, 2017.
