• Amends the Aircraft Pilot and Passenger Protection Act to regulate obstructions to air navigation near public-use airports in Oklahoma by establishing Federal Aviation Regulation (FAR) Part 77 standards for structure heights and surfaces.

• Extends permit recording deadline from 30 to 60 business days after the Oklahoma Aeronautics Commission issues a permit, with permits valid only after a certified copy is received by the county clerk.

• Allows permittees to amend permits for administrative changes (including ownership transfers) without limit, and for micrositing (relocating structures up to 400 feet horizontally) up to two times before requiring a new application.

• Requires applicants proposing construction affecting military training routes to notify the Oklahoma Strategic Military Planning Commission and establishes 30-day determination timeframes for FAA Form 7460-1 cases and 60-day timeframes for non-FAA cases.

• Becomes effective November 1, 2017.
