Rural electric co-operative associations become subject to Oklahoma Corporation Commission regulatory authority if found to have misused eminent domain or engaged in business practices inconsistent with their articles of organization, bylaws, or statutory requirements.

Declaratory judgment actions may be filed in district court in either the county where the association's principal place of business is located or the county where the alleged violation occurs.

Upon finding repetitive violations involving misuse of eminent domain or operational standard violations, district court must enter judgment subjecting the association to Corporation Commission regulation equivalent to public service corporation regulation.

Judgments entered under this provision are final judgments for purposes of appeal.

Act becomes effective November 1, 2017.
