Amends sections 863.9 and 863.10 of Oklahoma Statutes to authorize the Metropolitan Area Planning Commission's staff to approve or deny plats, lot-splits, and other matters through regulations, rather than requiring full Commission approval.

Requires plat approval or denial decisions to occur within 30 days of submission; plats are deemed approved if the Commission fails to act within this timeframe, with a certificate of submission serving as proof.

Allows staff to exercise delegated approval authority only for ministerial actions explicitly identified in Commission regulations, reserving more complex decisions for full Commission review.

Requires two-thirds favorable vote of the entire Commission membership for plat approval when a city or town within three miles protests a subdivision plat.

Applies the same regulations to lot-splits (transfers or sales of five acres or less) as to subdivisions to accomplish planning purposes.
