• Amends the Oklahoma Medicaid Program Reform Act of 2003 by clarifying that sections 1010.1 through 1010.13 collectively comprise the act's formal title.

• Directs the Oklahoma Health Care Authority to apply for waivers from the Centers for Medicare and Medicaid Services to increase health care access, promote personal responsibility through cost-sharing, and enable small employers and uninsured adults to purchase health coverage through premium assistance plans.

• Authorizes the Authority to expand premium assistance programs to for-profit employers with 250 or fewer employees and not-for-profit employers with 500 or fewer employees, with foster parents exempt from employer size restrictions.

• Establishes the Health Employee and Economy Improvement Act (HEEIA) Revolving Fund in the State Treasury to receive and disburse monies for implementing premium assistance plans, including federal Title XIX funds and investment income.

• Requires the Oklahoma Tax Commission, Employment Security Commission, and Department of Human Services to cooperate with the Authority to verify applicant income using tax records, new hire data, and child support payment information.

• Effective November 1, 2017.
