HB 2237 Summary

• Consolidates the State and Education Employees Group Insurance Board and Oklahoma State Employees Benefits Council into a single Oklahoma Employees Insurance and Benefits Board with 7 members appointed by the Governor, Speaker, and President Pro Tempore

• Eliminates HMO enrollment options and removes employee ability to change primary care physicians under HMO plans; removes HMO plan requirements and participant option to elect HMO coverage

• Modifies premium establishment timelines: active employee premiums by third Friday of August, retirees and other members by fourth Friday of September

• Modifies retired teacher and employee health insurance benefit plans, including premium contribution amounts and eligibility requirements

• Effective date is November 1, 2017; repeals prior sections 1366.1 and 1366.2 related to HMO plan specifications
