Expands liability beyond immediate employer to any "party for whom work is being performed" when an individual or business entity fails to secure required workers' compensation coverage.

Creates an "Affidavit of Exempt Status" that individuals or business entities not required to carry workers' compensation insurance may execute, establishing a rebuttable presumption of non-employee status.

Establishes a filing fee not to exceed $50.00 for each Affidavit, with fees deposited to the Workers' Compensation Commission Revolving Fund.

Makes knowingly providing false information on the Affidavit a misdemeanor punishable by fine up to $1,000.00, and requires the Commission to immediately notify the Workers' Compensation Fraud Unit of violations.

Provides immunity from workers' compensation liability for employers who rely in good faith on proof of valid insurance policies or valid Affidavits of Exempt Status.
