Amends Oklahoma county purchasing procedures to authorize county purchasing agents to solicit bid proposals by email in addition to mailing, with notices still required to be published in newspapers at least 10 days before bids are opened.

Requires proof of mailing or emailing bid solicitations to be made by affidavit of the person sending the request and filed as part of official county purchasing records.

Maintains existing county procurement requirements including sealed bid procedures, comparison with state contract prices, board of county commissioners review, and documentation of reasons when lowest bids are rejected.

Applies to counties' requisition, purchase, lease-purchase, rental, and receipt of supplies, materials, equipment, and information technology and telecommunication goods and services.

Becomes effective November 1, 2017.
