• Allocates 5 cents ($0.05) from each fee to the Oklahoma 9-1-1 Management Authority Revolving Fund for administration and grants; retains 1% each by wireless/VoIP providers and Tax Commission as administrative reimbursement.

• Requires the OUSF charge on prepaid wireless to be converted from a percentage rate to a flat transaction amount using a specified calculation method with rounding to the nearest cent, with rate changes limited to once per calendar year effective July 1.
