HB 2278 Summary

• Exempts county jail commissaries from the requirement that vending facilities be operated by licensed blind operators as established by the State Department of Rehabilitation Services.

• Adds county jail commissaries to the list of facilities not subject to vending facility licensing requirements, including fairgrounds, exposition centers, parks, and golf courses.

• Allows county sheriffs to operate or contract the operation of commissaries for incarcerated persons, with funds deposited in a Sheriff's Commissary Account and used to improve or provide jail services.

• Permits surplus commissary funds to be expended for training, equipment, travel, or capital expenditures after approval by the board of county commissioners.

• Becomes effective November 1, 2017.
