Public defenders in counties over 300,000 population must provide and coordinate training and continuing legal education covering nationally recognized defense seminars and evidence-based practices for behavioral health and substance abuse treatment.

District Attorneys Council must provide and coordinate training and continuing legal education for district attorneys and assistants, with curriculum including domestic violence dynamics, victim trauma, dominant aggressor identification, batterer tactics, victim protection orders, victim rights, and evidence-based behavioral health practices.

Administrative Office of the Courts must provide annual domestic violence, substance abuse, addiction, and mental health educational training for judiciary members with specified curriculum topics including domestic violence dynamics, victim impact, dominant aggressor identification, and evidence-based behavioral health practices.

Oklahoma Indigent Defense System Executive Director must promote education and training for all attorneys representing indigent defendants, including nationally recognized defense seminars and evidence-based practices for behavioral health and substance abuse treatment.

Effective date is November 1, 2017.
