Expands drug court program objectives to restrict participation to medium- or high-risk offenders assessed with moderate or high treatment needs, prohibiting low-risk offenders from admission.

Requires external evaluations every 3 years to assess effectiveness of statewide and individual drug court programs against nationally recognized standards.

Provides sentencing options for offenders who successfully complete drug court: first-time felony offenders receive dismissal, while repeat felons can receive deferred judgment, suspended sentence, community sentencing, or dismissal.

Amends the Anna McBride Act to provide identical sentencing options for mental health court program participants upon successful completion.

Effective date: November 1, 2017.
