HB 2321 Summary

• Authorizes unconcealed firearm carry without a handgun license for legal residents age 21+ who are not convicted felons and not disqualified under state or federal law, but prohibits carry into specified locations under Sections 1277A and 1277F.

• Removes the Oklahoma State Bureau of Investigation's authority to issue unconcealed handgun licenses while recognizing previously issued licenses, and modifies the licensing process to apply only to concealed carry permits beginning November 1, 2017.

• Establishes that persons carrying unconcealed firearms cannot be disarmed or physically restrained absent reasonable and articulable suspicion of criminal activity, and prohibits law enforcement inspection without probable cause.

• Modifies vehicle firearm transportation rules to clarify age requirements (21+) and permitted methods, including open carry, locked storage, and concealed transport under specified conditions.

• Becomes effective November 1, 2017.
