HB 2323 Summary

• Permits persons 21 years or older to transport pistols in motor vehicles concealed or unconcealed, loaded or unloaded, without a handgun license, provided they are not convicted felons and not involved in crime.

• Makes traffic citation for transporting loaded pistol without license discretionary rather than mandatory, with citation amount of $70.00 plus court costs.

• Prohibits law enforcement from disarming individuals possessing concealed or unconcealed weapons absent reasonable and articulable suspicion of other criminal activity.

• Authorizes off-duty full-time and reserve peace officers to carry approved service weapons, personal rifles, or shotguns in addition to handguns under Oklahoma Self-Defense Act.

• Expands self-defense immunity to include pointing a weapon at perpetrator to thwart, stop, or deter a forcible felony; effective November 1, 2017.
