Appropriates $4,203,502.00 from the Constitutional Reserve Fund to the Department of Human Services for Developmental Disabilities Services Division waivers.

Appropriates $18,006,498.00 from the Unclaimed Property Fund (711 Fund) for Developmental Disabilities Services Division waivers.

Appropriates $11,790,000.00 from the Unclaimed Property Fund (711 Fund) for Aging Services Division waivers.

Directs the Director of the Office of Management and Enterprise Services to transfer appropriated funds to the Department of Human Services' disbursing funds in amounts and ratios requested by the agency.

Makes appropriations available for encumbrance and expenditure for 30 months from approval date and exempts them from fiscal year 2017 and 2018 agency category and budget limits; declares an emergency for immediate effectiveness.
