Amends the definition of "Teacher" in Oklahoma education law to include persons employed as district superintendent, principal, supervisor, counselor, librarian, school nurse, classroom teacher, or in other instructional, supervisory, or administrative capacity.

Requires all teachers to hold a valid certificate from either the State Board of Education or the State Board of Career and Technology Education to be deemed qualified.

Expands the types of professionals covered under teacher certification requirements, specifically adding explicit reference to the State Board of Career and Technology Education's authority to issue certificates.

School nurses employed by boards of education receive the same legal protections and benefits as certified teachers.

Declares an emergency clause making the act effective immediately upon passage and approval.
