Office of Juvenile Affairs (OJA) shall plan and execute a construction strategy for campus modifications through best-value analysis of two financing options, with assistance from the Office of Management and Enterprise Services and Commissioners of the Land Office.

By March 31, 2018, a memorandum identifying the selected best-value option must be transmitted to the Governor, Speaker of the House, and President Pro Tempore of the Senate; the unselected option becomes inoperative.

If the Land Office partnership option is selected, OJA is authorized to sell campus property to the Commissioners of the Land Office at fair market value and negotiate a public-private partnership lease and sublease agreement for up to 25 years.

The Oklahoma Capitol Improvement Authority is authorized to issue up to $45,000,000 in obligations to acquire real property and fund construction, repairs, and improvements to OJA facilities, with title transferring to OJA upon final redemption or defeasance of the obligations.

OJA must develop and report plans for repurposing the Southwest Oklahoma Juvenile Center and Oklahoma Juvenile Center for Girls campuses by March 31, 2018; act becomes effective July 1, 2017.
