Modifies residency definition to require 60 consecutive days of established residence in Oklahoma before license application, with valid Oklahoma driver license issued at least 60 days prior serving as proof of residency.

Reduces commercial hunting area license fees for combination big game and upland game from $500.00 to $350.00, while maintaining $100.00 for upland game only and $250.00 for big game only.

Requires residents hunting big game, combination big game and upland game, or exotic wildlife in commercial hunting areas to hold one of four specified license types: annual hunting license, annual hunting and fishing combination license, five-year hunting license, or lifetime hunting license.

Eliminates fees for tags on female Cervidae family animals hunted for sport and killed at commercial hunting areas, while maintaining a maximum $10.00 cost for all other tags.

Effective date: November 1, 2017.
