Authorizes Oklahoma to send a seven-member delegation of commissioners to attend a gathering of states (proposed by Arizona for September 12, 2017, in Phoenix) to develop rules and procedures for an Article V Convention to propose constitutional amendments regarding balanced federal budget, fiscal restraints, federal power limits, and congressional term limits.

Delegation composition requires three members appointed by the Speaker of the House, three by the Senate President Pro Tempore, and one by joint agreement; at least two from each chamber must be current legislators.

Commissioners are prohibited from voting on or approving amendments unrelated to the approved convention call and must take an oath limiting their actions to legislative instructions; violators are subject to immediate recall and replacement.

Establishes a three-member Article V Convention Committee to monitor the delegation, advise on legislative positions, discipline commissioners for violations, and handle recalls and replacements.

Requires all voting to be by state with each state having one equal vote, and directs the House Chief Clerk to file copies with the Secretary of State and transmit to federal and state officials requesting cooperation.
