Directs Oklahoma Secretary of State to refer a constitutional amendment to voters that would add four new sections (2A, 2B, 2C, 2D) to Article I of the Oklahoma Constitution.

Section 2A allows religious organizations, private businesses, and individuals to refuse to solemnize, recognize, or provide services related to marriage if doing so would violate sincerely held religious beliefs, with no civil, criminal, or state penalty allowed.

Section 2B prohibits state and local licensing entities from denying, revoking, or suspending professional or business licenses based on religious beliefs or refusals protected under Section 2A.

Section 2C permits private child-placing agencies to refuse participation in foster care or adoption placements that violate their written religious or moral convictions, with protection from license denial, revocation, or damages.

Section 2D requires the state to consider accredited any individual clergy or religious organization that would otherwise qualify for accreditation but was denied based on moral convictions, beliefs, or lawful expression regarding marriage, family, or sexuality.
