Directs the Secretary of State to submit to voters a proposed amendment to Section 1 of Article VII-A of the Oklahoma Constitution regarding the Court on the Judiciary.

Specifies causes for judge removal from office: gross neglect of duty, corruption in office, habitual drunkenness, commission of offenses involving moral turpitude while in office, gross partiality, oppression in office, or other grounds specified by the legislature.

Establishes causes for compulsory judge retirement: mental or physical disability preventing proper performance of official duty, or incompetence to perform the duties of office, with or without compensation.

Sets the ballot title describing the measure as amending the Oklahoma Constitution with clarifying language pertaining to the Court on the Judiciary.

Requires the Chief Clerk of the House to file one copy with the Secretary of State and one copy with the Attorney General immediately after passage.
