Amends Oklahoma fireworks storage and sales regulations by deleting certain storage requirements and modifying code standards for retail fireworks facilities.

Requires fireworks offered for retail sale to comply with National Fire Protection Association (NFPA) 1124 Chapter 7, 2006 Edition, with exemption for facilities licensed before November 15, 2009.

Prohibits mail-order fireworks sales through any medium of interstate or intrastate commerce; sales limited to properly licensed retail locations within Oklahoma with a sales clerk on duty.

Eliminates requirement for State Fire Marshal to inspect portable retail fireworks stands, tents, or nonrigid shelters prior to opening, but allows local governing authorities to conduct such inspections.

Declares an emergency, making the act effective immediately upon passage and approval.
