• Increases substitute license fees for persons arrested for hunting without a valid license from $50 to $200 for residents and from $145 to $300 for nonresidents.

• Increases minimum fine for residents convicted of hunting without a license from $25 to amount unspecified (maximum remains $200), and minimum fine for nonresidents from $200 to amount unspecified (maximum remains $500).

• Substitute licenses are temporary 30-day licenses purchased from game wardens in lieu of posting bond, with no hunter safety certification required.

• Fees from substitute license purchases are deposited in the Wildlife Conservation Fund for developing, managing, preserving, and protecting wildlife and habitat.

• Bill becomes effective November 1, 2017.
