SB 511 Summary

• Creates the Oklahoma Department of Law Enforcement (ODLE) effective December 1, 2017, consolidating the Oklahoma Highway Patrol, Department of Public Safety, Oklahoma State Bureau of Investigation, and Oklahoma State Bureau of Narcotics and Dangerous Drugs Control under unified command.

• Establishes a seven-member Oklahoma Law Enforcement Council to appoint and oversee a Superintendent who serves as chief administrator of ODLE and supervises all four divisions; changes the Commissioner of Public Safety to Director and places under Superintendent's supervision.

• Transfers funding authority from the Governor to the Superintendent and establishes revolving funds for the new department; transfers unencumbered funds from predecessor agencies to operate ODLE for fiscal year 2018.

• Modifies appointment procedures for Directors and creates requirement that current employees serve in leadership positions until December 1, 2018, before external recruitment; eliminates the Oklahoma State Bureau of Investigation Commission and State Bureau of Narcotics and Dangerous Drugs Control Commission.

• Repeals existing commission structures (63 O.S. Sections 2-104.1 and 74 O.S. Sections 150.3 and 150.4) effective December 1, 2017.
