Creates a temporary task force until July 31, 2018, to study and recommend ways to reduce administrative costs, eliminate duplicative overhead, and improve efficiency among Oklahoma school districts.

Task force comprises 12 members appointed by various entities, including one Senate member, one House member, school board and administrator representatives, superintendents and financial officers from districts of varying sizes, two business community members, and one Career and Technology Education System representative.

Task force cochairs selected by the President Pro Tempore of the Senate and Speaker of the House of Representatives; members receive no compensation or travel reimbursement; meetings subject to Oklahoma Open Meeting Act.

Task force shall examine district size, average daily membership (ADM), student assessment performance, and financial stability of school districts; must submit findings and recommendations to Governor and legislative education committee chairs by August 1, 2018.

Effective July 1, 2017, with emergency clause for immediate implementation; staff support provided by State Department of Education, which distributes final report to all identified school districts.
