ENGR. SB 515 Summary

• Amends the Oklahoma School Testing Program accountability system by directing the State Board of Education to study and recommend revisions to school report card calculation metrics for clarity, transparency, statistical trustworthiness, and credibility.

• Establishes a school grading system with five letter grades (A through F) based on: 50% whole school performance, 25% whole school growth, and 25% growth in the bottom quartile of students, plus bonus points for high school graduation rates, Advanced Placement/concurrent enrollment participation, SAT/ACT performance, and attendance.

• Requires the State Department of Education to annually develop and publish school site report cards for parents that include school grades, school improvement information, and explanation of performance under the Every Student Succeeds Act (ESSA).

• Provides that schools with fewer than the minimum sample size necessary for statistical reliability shall not receive a grade, and that students in online programs outside their district of residence shall be reported separately and excluded from grading.

• Becomes effective July 1, 2017, with emergency clause for immediate effect upon passage and approval.
