Senate Bill 524 Summary

• Amends 21 O.S. 2011, Section 1720 to expand theft crimes to include stealing or maliciously damaging motor vehicles, aircraft, construction equipment, farm equipment, self-propelled farm equipment, or trailers.

• Makes it unlawful to buy, receive, possess, conceal, or obtain control of these items knowing or having reason to know they were stolen.

• Establishes felony penalties of 3 to 20 years imprisonment in the Department of Corrections, a fine equal to three times the property value (not to exceed $500,000), or both, plus mandatory restitution.

• Requires buyers of used or secondhand motor vehicles, aircraft, construction equipment, farm equipment, self-propelled farm equipment, or trailers to obtain a bill of sale or title of ownership from the seller.

• Repeals 47 O.S. 2011, Sections 4-102 and 4-103 relating to unauthorized use and possession of vehicles and farm equipment; effective November 1, 2017.
