Five state agencies must provide or contract for debriefing and counseling services through the State Employee Assistance Program: Department of Human Services, Department of Mental Health and Substance Abuse Services, Department of Corrections, Department of Transportation, and Office of Juvenile Affairs.

State employees affected by, witnessing, or exposed to violent or traumatic workplace events shall be encouraged to participate in debriefing and counseling services with paid administrative leave provided.

Employees retain the option to refuse debriefing and counseling services offered under the program.

Director of the Office of Management and Enterprise Services shall promulgate rules specifying the types of events that qualify employees for debriefing and counseling services.

The act became effective November 1, 2017.
