Creates a Joint Legislative Committee on Investigations consisting of 12 members: 3 appointed by the Senate President Pro Tempore, 3 by the House Speaker, 3 by the Senate Minority Leader, and 3 by the House Minority Leader.

Committee members serve until December 31 of the next even-numbered year, with vacancies filled by the original appointing authority for the remainder of the unexpired term.

Investigates allegations of law violations, legislative policy violations, or other impropriety committed by legislators upon written request by any legislator member and majority vote of those present.

Authorized to issue process, compel witness attendance, administer oaths, and report findings to the presiding officer of the accused member's house or refer findings to civil or criminal authorities.

Becomes effective November 1, 2017.
