Requires rules that increase fees to be approved by the Legislature through a separate joint resolution during the legislative review period in order to become effective.

Excludes fee-increasing rules from the omnibus joint resolution that automatically approves non-fee-increasing rules filed on or before April 1.

Prevents the Governor from declaring fee-increasing rules approved under the emergency fallback provisions if the omnibus joint resolution fails to pass or has technical defects.

Maintains existing procedures for disapproving rules, legislative review timelines, and the Governor's authority to approve non-fee-increasing rules that lack legislative approval.

Becomes effective November 1, 2017.
