Authorizes Oklahoma Tax Commission to design and issue a new Disabled American Veterans special license plate for members of the organization, with plates incorporating a numbering system agreed upon by DAV Department of Oklahoma and the Tax Commission.

Sets special license plate fee at $35.00 (in addition to other registration fees), with up to $20.00 apportioned to plate-specific purposes, $8.00 to Oklahoma Tax Commission Reimbursement Fund, and remaining amounts as specified in statute.

Authorizes Tax Commission to enter into licensing agreements with organizations for use of logos/designs, with payment to Disabled American Veterans Department of Oklahoma not to exceed $20.00 per plate.

Amends military license plate provisions to require active duty status for reduced registration fee eligibility, clarifying that retired members, inactive reservists, and former service members not on active duty do not qualify for benefits.

Becomes effective November 1, 2017.
