Adds a new "Special Appraiser" category to Oklahoma's certified real estate appraiser classifications, requiring no examination and a minimum of 75 classroom hours in real estate or appraisal courses from approved organizations or institutions.

Special Appraisers must be supervised by qualified Board members or another qualified licensed appraiser, with the Board defining educational and experience standards for this category.

Directs the Insurance Commissioner to assist the Board in expediting regulations and standards for the new Special Appraiser category.

Amends the Board's powers to include defining regulations and standards for Special Appraisers where such individuals are supervised by the Board or designated qualified persons.

Effective date: November 1, 2017.
