Amends Rule 5.21 of the Ethics Commission Rules to expand Legislative Lobbyist Report requirements for meals and events provided to Governor, legislators, and their employees.

Requires detailed reporting of meal costs including price and applicable tax (excluding gratuity), with specific allocation methods for shared meal items like appetizers and beverages.

Mandates reporting of food and beverage costs for events open to all legislators, political caucus meetings, committee/subcommittee meetings, and out-of-state professional conferences with at least 5 state participants.

Requires lobbyist principals to file a report with the Ethics Commission within 5 business days if they expend $500.00 or more in aggregate during a calendar year to lobby for or against a specific legislative measure, showing aggregate amount, each recipient, and purpose of expenditure.

Establishes failure to comply with the reporting requirements as a willful violation of the Ethics Commission Rules; becomes effective January 1, 2018.
