SB 579 Summary

• Requires any person or entity making independent expenditures, electioneering communications, or state question advocacy expenditures exceeding $5,000.00 to file quarterly Reports of Contributions and Expenditures.

• Expands reporting requirements to include detailed information about contributors, expenditures over $200.00, loans, and transfers for political action committees and non-Oklahoma committees.

• Removes the exemption that previously allowed individuals to avoid filing certain campaign finance reports.

• Requires persons making independent expenditures or electioneering communications of $5,000.00 or more to disclose contributors exceeding $50.00 in the aggregate, with special provisions for non-profit corporations lacking tax-exempt status.

• Amendments apply to Rules 2.100, 2.105, 2.107, and 2.108 of the Rules of the Ethics Commission, effective per Section 58 of Article V of the Oklahoma Constitution.
