SB 601 - Advanced Metering Infrastructure Act

• Authorizes residential and commercial customers of Oklahoma public utilities to opt-out of advanced metering infrastructure (AMI) devices effective upon the act's passage.

• Requires public utilities to establish opt-out procedures by July 1, 2018, provide written notice with 45-day opt-out deadline, and charge a maximum one-time $5.00 fee for opting out.

• Mandates utilities obtain signed AMI product disclosure from customers before installation, sent by first-class mail, containing benefits, privacy disclosures, biological effects information, fire risk warnings, and opt-out procedures.

• Allows customers with existing AMI meters to request removal within 30 days at a maximum one-time fee of $150.00, with no fee if the meter was installed in violation of notification requirements.

• Prohibits utilities from requiring AMI use (except for time-of-day tariff participation), charging penalties for opting out, sharing customer data except by court order, or posting energy use data online without secure password protection.
