Department of Corrections must administer risk and needs assessment, physical and psychological examinations, and mental health and substance abuse screens to all new prisoners processed through the Lexington Assessment and Reception Center.

Risk and needs assessment is not required if an inmate received one from Department of Mental Health and Substance Abuse Services certified personnel within 6 months of sentencing.

Department must develop an individualized case plan for each inmate within 60 days of admission based on validated risk assessment results, sentencing requirements, and departmental policies to guide rehabilitation and reduce recidivism.

Department must provide each inmate with a written copy of their case plan and ensure caseworkers explain the conditions; for parole-eligible inmates, the Department must electronically submit progress reports to the Parole Board.

Act became effective November 1, 2017.
