• Establishes two credential levels for Oklahoma courtroom interpreters: certified courtroom interpreters (C.C.I.) and registered courtroom interpreters (R.C.I.), with certified being the highest level.

• Requires registered interpreter candidates to complete Board-approved orientation, pass a written English exam at 80% proficiency, and demonstrate basic foreign language proficiency through oral or written examination.

• Requires certified interpreter candidates to be enrolled as registered interpreters and pass an oral examination at 70% proficiency in all three modes of interpreting: simultaneous, consecutive, and sight translation.

• Mandates all registered and certified courtroom interpreters complete at least 8 hours of continuing education annually, including 2 hours on Oklahoma court rules, procedures, or interpreter ethics.

• Authorizes courts to use lesser-credentialed interpreters only when good cause is shown and a certified or registered interpreter cannot be secured within a reasonable timeframe, and requires audio/video recording of such proceedings.
