• Transfers from a student's residence district to another Oklahoma school district are automatically granted if the transfer application is filed by the May 31 deadline, removing the requirement for receiving district approval.

• The receiving school district board shall approve transfers (rather than having discretion to deny them) in accordance with its open transfer policy, on a first-come, first-serve basis.

• School districts cannot deny transfers based on ethnicity, national origin, gender, income level, disabling condition, English language proficiency, achievement measures, aptitude, or athletic ability.

• Students whose parent or legal guardian is employed as a teacher in a school district are allowed to transfer to that district without requiring receiving district approval.

• The bill becomes effective July 1, 2017, and is declared an emergency measure.
